This is a favourite of mine...  One of the places I liked to go to occasionally for good ice and wide open spaces of lightly attended sessions. 

It's $5 for public (they only do public no freestyle,) and that is a couple hours of ice with few others on it.  The most I saw were maybe six other skaters? 

The facility is large and clean, with benches (and locker rooms,) but there is no obvious cashier space.  Cash only, I am pretty sure.
They have smooth, and nicely done ice kept at a good temperature for the region.  It's hockey focused, but their ice isn't as hard as many in the CNY and Capital Region rinks.

The downside is that they only post their schedule weekly and have very few sessions at all.  One or two a week is the best you'll find.  However, they allow figure skating jumps and spins unlike some of the other rinks in the region.  I found it to be a valuable asset for practice and a pleasant place to skate.

ETA:  I see now that they actually post a monthly schedule now with one public a week all June.
