Cowboy boot style skate covers

I need to make skate covers for a team routine for footloose. How can I make boot covers that won't be skintight on the calf?

Hi, hope I'm not too late with a reply.

Firstly, have you got a boot pattern? Jalie pattern 2685 has a pirate boot that you might like to adapt. The Jalie pattern is obviously using stretch fabric to grip the leg and has an elastic casting at the top of the boot to make sure the boot doesn't slip down. I can see this is not the look of a cowboy and will need some modification.

Vilene make a product called - 90cm Vilene Specialist Sew-In Extra Heavy Interfacing (S80-240) It has the consistency of stiff felt so I would use it as an interlining on the boot leg. Imagine a fabric sandwich of lycra, Vilene, lycra so it won't rub against the skater's leg. The Vilene should be stiff enough to stand up by itself (it can be used for curtain pelmets) but it also has a soft quality so that if its creased it will bounce back into shape.
