Can Canadians skate in ISI / USFSA Adult competitions (and vice versa)?

I was just wondering if it's possible for Canadians to skate in Adult competitions in the US, and if so how they qualify? Do they have to take the ISI / USFSA tests at a US rink, or is passing the Skate Canada tests sufficient? Also, is it possible for Americans to compete in Canada?

One of my local skate friends is Canadian and she competes in USFSA non-quals all the time and doesn't do anything special to do so, as far as I know. I don't know about tests because she's done her testing in the US. She's competed at USFS Adult Nationals, but she had to file some sort of request or waiver about a month before the competition deadline. That's 110% of what I know :)
