So... back to the old format!!  I like having the test book separate - the whole "Rules of Sport" part is so cumbersome to carry around to test sessions and stuff.

ISU explanations are sometimes better than USFSA explanations. Most of us aren't good enough to compete internationally - but since ISU regulations regarding skating largely trump national club regulations in International competitions, national clubs like USFSA often adapt most of their standards, but with less explanation and much poorer documentation.

I think the ISU rulebook equivalent is visible by clicking on the "Extranet" tab at

  http://www.isu.org

However - now you have to login.

So, to the extent that ISU rules affect USFSA and other national skating org rules, perhaps you have to become an ISU member to see them in full?

But some of the rules are visible from the "About ISU" tab, e.g.:

Of course, like USFSA, the rules are frequently updated through technical rules changes. I'm not sure where those are posted.

I use them for lesson planning and ad-hoc progress reviews.  I also use them for group lessons (gasp) when the rink-provided well runs dry and there are students who don't have the prized sheets to take home from the last class of the session.  (Although, badges always trump paper.)

Some of the links listed in this thread have been removed. Same is true of the USFSA Adult Skating Reference Links thread.

In general, a lot of USFS[A] rule links, including the rulebooks themselves, and judging manuals (I think) are no longer publicly accessible. Apparently they are now members-only.

But ISU rules are still on their public figure skating website (click on Rules). Though they still charge for DVDs - but you don't have to belong to be in the ISU to order them.

You don't have to belong to the ISI to order their Handbook either, which I believe used to be true - though it has never been free, AFAIK.

Learn to Skate USA no longer lists most of the skills that are taught in their program, though maybe you can find them elsewhere.
