Several rinks within plausible driving distance of Washington, DC have announced plans to re-open, probably in a limited fashion.

This is not a complete list, just the ones closest by whose web pages I looked at.

UPDATE: SATURDAY, JUNE 6
The rink anticipates reopening at some point later this month...Once we open, first groups that will be allowed to resume using our facility are adult hockey leagues and adult figure skaters.

Ice World / Bel Air
Governor Hogan announced ice rinks are allowed to open as of June 19! We currently have a lot we have to do to make ice and get the building ready for customers so we are still looking at a little wait.

will be opening in a limited capacity beginning Friday, June 12th in accordance with the operating protocols set forth in Phase 2 by the State of Virginia.
