So other than the Debi Thomas/Katrina Witt Carmen fest, what other elite skaters have performed to Carmen?

Naomi Lang and Peter Tchernychev skated to Carmen for one of their programs in 2002.  It was probably the Short Program or Short Dance or whatever they called it back then.

Max Aaron, but I try to forget. Proof that being a "name" choreographer does not make your choreography good.

Adam Rippon, Evan Lysacek. Probably more that I can't think of right at this moment.
