I am not sure if the boot cover pictured indeed functions a boot cover, very difficult to do all the details on stretchy fabric.

I think perhaps it could. I've done saddle shoes that worked just fine, and I think I could copy these. Another way to do it would be to have a piece of velcro run up the heel instead of a seam, kind of like those heavy boot warmers some coaches wear.

I think the details could be done and still maintain the stretch - I just did a pair of "cleat" style boot covers that didn't require any extra openings to get on and they even had non stretch laces used. I did 8 pairs of "converse" sneakers for our winter show but I painted them and they were not as detailed as these. Velcro is a good option though - I did a pair of pirate boot covers with velcro up the back - worked great on the skate but didn't stay up her leg as well.

When I was a kid "everyone" had fake fur boot covers (including me!), with the Velcro closure. I don't know when those stretchy covers of modern days came out, but it was definitely not back then.
