"Back spin" is a generic term for any spin done on the Back Outside edge.  A back scratch is a back spin in scratch position, that is, free leg crossed over spinning leg and pointed down, close to the ice.

ok in her group class literature there is a distinction between one foot back spin and back scratch and fast back scratch, but the group coach does it all in the cross legged position, so when does it officially become a back scratch?

I think this is just varying degrees of how well it's expected to be done.  A one foot back spin may be only 2-3revs required to pass, a scratch spin is typically faster with many revolutions, while the fast back scratch is with much faster spinning with many more revolutions - the expectations are changed as the student's skill progresses.
