The issue of skaters who live/train in one country, but represent another, has been an issue in skating for many years.

What elite skaters still train outside their representing country? 
"If you still look good after skating practice, you didn't work hard enough."

Don't Virtue and Moir train in the US with Davis and White? Of course, they're not far from their home country. But still...

The Reeds (ice dance) also train in Detroit, they represent Japan but they were born in Michigan and live there.  They have a sister who represents Israel (and formerly represented Georgia). 

It bothers me a little bit when I see skaters who are obviously not native to a country seemingly pick and choose who they want to represent.  It's a game just to get more international assignments.  In the US, they'd be relative nobodies, and I get that they wouldn't have been able to go get the assignments that they've gotten (they were all at the 2010 olympics, for example), but it still doesn't seem right.

Patrick Chan trains in Detroit also.

Detroit is the current hotbed - I believe that the Italian and French Dance teams also train there - maybe not all at DSC but also at Canton and Ann Arbor.
