Skating Up at Adult Nationals

Kind of a weird question but...
I noticed on the Eastern Sectionals announcement it says that you may enter events one level higher than your test level. If you are an Adult Gold Skater, then you could enter Int/Nov, right? If it was a Championship Event, and you qualified for Nationals, could you still skate? Or is Nationals restricted to your test level? (I thought it was.)  ???

The non-championship events at Sectionals are open so you can skate up. For Championship events, you have to skate at your test level.

From what I understand, events at nationals are also based on your test level so you cannot skate up.

Thanks. :) I got confused because I saw it said you can skate up a level at the beginning of the Sectionals announcement.
