In the US systems, singles and pairs are separate tracks. You need to pass the corresponding Moves in the Field test before taking a free skating test or a pairs test, but passing a free skate test does not qualify you to compete in pairs, nor does it work the other way around as far as I know. I don't do pairs, but I know skaters who competed at a higher level in pairs than they did in singles, so obviously the pair test did not affect their free skate level.
