I found two other options at

Better still, they point out that the Chrome browser has playback speed options in the settings menu. Wow - it even works with sound!
(I've only checked the speed option out on a PC running Windows 7.)
For security, I stay away from Chrome on my main PC, because once installed, a several tasks are always running, which might be spyware or malware, and which also slow down the system and take up resources. But it is now very popular, and, with sound, this is a VERY cool feature. I think most of you will find it a FABULOUS way to watch skating videos.
(I think it can also be done using Windows Media player - but haven't tried.)
