Kid skated in Klings for years, coach uses them with lots of skaters.  Mandates tight tie to top  of boots. Trains top competiive skaters ... and has for decades, so, I'm comfortable with her opinion.  Wants boots to bend with skaters ankles, i.e. flexing forward with boot wrapped snugly around ankle to provide consistent support on landing. However, coach also underboots skaters to ensure that they can flex the boot properly when tied. Skaters trained in lighter boot snugly tied from day one - thus, it's something that they are all comfortable with.
